An examination of comprehensive programs designed to meet the needs of the elderly, Communities of Delta & Menominee counties in the Upper Peninsula of Michigan, Inkster, Michigan, & St. Paul, Minnesota, are cited as examples of coordination between private & public planning, financing & the operation of services for the elderly. The difficulties in coordinating state & local governments with Federal agencies to provide services, & the problem of public & private funding are explored. Programs & services are discussed in detail. These 3 projects were designed to show how communities might develop services for the elderly. The lessons learned in the development of these projects & their implications are given.
