Abstract:

This paper discusses how housing policies are made, who makes them at what governance levels and for what purpose. Housing policy means different things at different levels of government. The author believes that the first step to putting housing in its place is to think about some of the broad trends which are shaping our economies and societies as well as our housing markets and housing policies.
