Interview & case file data on the social networks of 1984/85 applicants (N = 196) to the social welfare bureaus of Jerusalem, Israel, are examined. Results reveal that networks were most likely to be the source of referral to social services when the applicant was frail & the presenting problem was need for institutional care. The degree of network-initiated contact with the social worker was significantly related to the same factors. Networks of the elderly turned to formal social services as a substitute for their own caregiving, rather than as a source for interweaving informal & formal care.
