Abstract:

This paper provides a detailed history of aged care, and a clear analysis of the aged care system today. Includes the pressures and areas for potential change which the authors see as critical for the future development of a strategy in aged care services. Major section of the paper discusses key criteria for policy and perspectives of older consumer groups and what the authors believe are the two major domains in which aged care policies unfold: firstly, a constructive approach to ageing and secondly, alternative ways of financing aged care. The paper concludes with suggestions for ways in which information and analysis could better inform policy debates on aged care. An extensive bibliography is included to support is paper.
