Independent Review into the National Disability Insurance Scheme: final report

The terms of reference for the Independent Review into the National Disability Insurance Scheme considered three overarching objectives:

  1. Putting people with disability back at the centre of the NDIS.
  2. Restoring trust, confidence and pride in the NDIS.
  3. Ensuring the sustainability of the NDIS for future generations.

This final report makes 26 recommendations with 139 supporting actions.

The recommendations provide a blueprint to renew the promise of the NDIS and deliver a more accessible and inclusive Australia.

The review asks that: 

  • All governments commit to creating a unified ecosystem so that the NDIS is one part of a big system that supports people with disability.
  • The disability system must be looked after as a whole. This will deliver better outcomes for people with disability more responsively and cost-effectively.
  • The recommendations are seen as interdependent, based on evidence, and are practical.
  • All recommendations and actions must be implemented as a package to achieve a more inclusive and fairer Australia for all people with disability.
