Where does the duty of care lies for ensuring that an apartment door is still fire safe, when modifying it with automated systems?

The fire door manufacturer and installer have the responsibility of certifying the fire door to comply with the Australian Standards. The wall in which the modified fire door is inserted is also required to have the fire rating which would have been verified by the fire engineer / certifier responsible for certifying the original construction. 

There are fire doors with a lesser mass and these are normally the ones used in Residential Construction. They could have a vermiculite core.
